NCSA and MTN Rwanda sign MoU on cybersecurity capacity building

KIGALI, Rwanda, Thursday 22nd October 2026 – Rwanda’s National Cyber Security Authority (NCSA) and MTN Rwanda today signed a Memorandum of Understanding (MoU) on collaboration in cybersecurity capacity building.

Under the agreement, the two institutions will collaborate in the design and development of cybersecurity programmes to ensure they are aligned with industry requirements. This includes identifying the knowledge, skills and competencies required for various cybersecurity work roles and related fields, so that CyberHub graduates are equipped with the expertise employers need.

“MTN Rwanda is a key partner in protecting Rwanda’s digital infrastructure. We are pleased to establish this agreement to build cybersecurity capacity and support the CyberHub in producing top talent for the industry.” – CEO of NCSA, David Kanamugire.

MTN Rwanda will also facilitate internships, apprenticeships and other work-based learning opportunities for eligible CyberHub students and graduates. These placements will give learners hands-on experience in real working environments and help bridge the gap between the classroom and the workplace.

“MTN is honoured to enter into this critical partnership with NCSA to strengthen local expertise, promote practical training and build the skills needed to face evolving digital threats in Rwanda and the wider region. Today we have signed more than an MoU. We have made a promise to support the aspirations of young Rwandans in the cybersecurity space who will one day be keeping our families safe online"– CEO of MTN Rwanda, Mr. Monzer Ali.

Beyond training, the partners will work together to promote job creation and enhance employment opportunities for qualified CyberHub graduates within the cybersecurity sector, contributing to a skilled national workforce capable of protecting Rwanda’s digital infrastructure.

The CyberHub, launched in October 2025 at the University of Rwanda’s College of Science and Technology in Kigali in collaboration with Cisco, is a national centre of excellence in cybersecurity and data protection. It features a Cybersecurity Academy, an Innovation Hub and state-of-the-art technology labs, and aims to build the specialised talent Rwanda needs to secure its growing digital economy.
